I would like to think Francis and Flynt are simply making fun of the auto and financial industries, and part of me thinks they are because of this quote from the article, "Francis said that if invited, he and Flynt would drive across the country in a hybrid vehicle to present their plans to Congress." Surely neither actually expect to receive funds from the government, thought their effort appears to be honest.
This quote from Flynt was pretty funny as well:
"People are too depressed to be sexually active," Flynt said in the press release. "This is very unhealthy as a nation. Americans can do without cars and such but they cannot do without sex."

They are not an important part of the economy, and as such, should not receive any bailout money.
