LOL, what a retarded cartoon. The CRA didn't stipulate that banks should give out credit to just anyone for anything. It stipulated that it grant access to red lined neighborhoods. Nor did the CRA stipulate ponzi schemes or sub-prime selling of subprime loans to other people. These were all BANK creations.
